You're probably talking about the Jinghsan Park, that's a short walk from the Forbidden city. It is an artificial mound and it was created to keep away the bad spirits. It's name - the Coal Hill comes from a coal store that used to exist there. It costs 6 Y to get in and it's open till 6 in the afternoon
